Shelley Carroll is the budget chief, one of the most powerful and influential positions on council. In the last council she proved herself to be a very effective councillor. She became the head of the Works Committee and played an important role in the garbage crisis by promoting recycling and the purchase of the landfill site in St. Thomas. She is a Liberal but is a strong supporter of the Miller agenda. Some of her key issues include a revitalized waterfront, youth issues, recycling, and improved public transportation.

Located in the northeastern part of North York, Ward 33 is home to many new immigrants, including sizeable Chinese, Iranian and East Indian communities. About half of the ward's residents live in high-rise apartments, and the ward is roughly evenly split between renters and homeowners.
